Confirmed the spark is good. I ran it on the hose and got the no start situ. I pulled the plug and confirmed the spark is nice and blue/white right after I tried to start it.
I also did it again and relieved the pressure in the tank right after I shut it off and it started back up. I plan to run it on the hose again to confirm this.

I sucked through the valve but yes its doing its job. I am going to run it again on the hose and confirm that pressure is forcing the fuel through the carbs.
So this sounds like its all pointing back to what ketsair and supertune said about the n/s. are there any other ideas now?
