95 XP will not turn over Bad starter?

95 XP had ski running on trailer earlier this year do get it ready for the season.
Ski turned over very slow so I replaced the battery with a Jetworks. Still started turned over very low then stopped turning altogether. Relay still clicks. Pulled the plugs and can turn drive shaft. Connected plug wires to grounding pins on block and turned over faster but quickly slowed down. Tried jumping to ground still nothing tried positive to positive lug on started don’t know if I was on 100% nothing. Bad started? Would a relay going bad still turn over the ski slowly? 720 motor

Didn't think of cable but i am going to pull the started and see. but that is what i was afraid of.

pulled the starter last night and connected it to a battery. Turned slowly and did not have enough torque to move the gear out. RIP.
Thanks for the help. I found a starter in wildwood NJ since i leave for Cape May in 7 hours that will work, keep wife happy.
