should the fuel filter stay full all the time?

hello, i wonder if the fuel filters in the superjet should be full all the time even when not playing?

The oem fuel filter should be full up the the fuel lines.

thanks for your answer. mine are after market ones and has only 1/4 fuel in there. is this normal?

It can vary a bit. If the ski is running allright I wouldn't worry about it.
