Does anyone know where I could get the cable tie bases Yamaha uses in their hulls?

you can buy the 3m kind like kawasaki uses at lowes, peal the self adheasive tape off, and epoxy them to the hull.

Thats best. I got rid of all those holes under the hood seal from those OEM holders. I countersunk them on the gel coat side and epoxy/milled fibers them shut. Just another weak link area to start cracking IMO!
