Blaster Electrical bite

Finally got my blaster together this past weekend and have been breaking it in and tuning it. With the ski off when I adjust the B pipe screw or carb adjustment screws, I get a gnawing/biting(insect) like feeling on my fingers. Particularly where I have open cuts. Could the start stop leads cause this? All the other wires are new except those. It also seems to do this about half the time I'm under the hood.

salt water? Are you sanding in the water while adjusting/getting bit? Short in the start stop harness is most popular cause but bite usually happens through throttle lever. Possible bad ground somewhere.
Everything you said is spot on. I'm running the stock throttle still, but if I put my finger on the exposed cable when I pull the throttle, same bite feeling.
 
Check all wiring, especially bilge and s/s. I have had a s/s harness get pinched between the steering plate and steering stop an do this, but could be any wire that sees 12v rubbed through and touching a metal component
