Octane Voltage regulator

So I was riding today and after turning my 2002 Octane off, I had no spark trying to start it back up. Long story short, I thought I might have wired the electrical box wrong so that the CDI had constant 12v instead of only when the engine was running. So I disconnected the positive cable, waited, hooked it back up and sure enough it started.
So I had the CDI red/purple wire hooked up to the orange wire from the regulator. However, the red and orange wire have continuity. On my spare regulator, there is no continuity between the red and orange wires. So I determined that was my starting problem. Now, though, when running, voltage at the battery is 18-19 volts. That seems a bit high to me... Battery sits at 13v not running.
So my real question is, what voltage should I get while running? Is this regulator bad too?
