Texas Jet Skiiers in here. New USCG requirements?

The USCG passed a new regulation recently, well somewhat recently, that allows you to not have your TX REG numbers on your hull. All you have to do is display the validation decal (not the REG number) and carry your TX certificate card in the ski. Has anyone had any problems with this from game wardens, etc? I didn't believe this at first, but I passed a game warden on the lake last weekend without any reg numbers and he didn't do anything at all (trust me, he was staring me down the whole way too). Here is the TPWD web site with the info:

Just wanna make sure I have this right...

Not sure how long a USCG cert. lasts, but not sure what they inspect or if I would pass since my exhaust will not be EPA approved (not for rec use).

Seems it just might be too much of a headache.

I have received a couple tickets for not having my TX numbers in the right spot. They are picky about that s**t. I'm picky too; I always pay and stay up to date but I don't like the stupid 3 inch numbers.

Plus if you don't have those TX numbers how they like them then it gives them a reason to stop you and give you a ticket for all the other things wrong. Like not having a whistle. I'm sorry but if you have mechanical problems out there and boats come by; they are not going to hear that whistle over the engine and or music they have playing. What they will see is you waving to them in that universal sign of distress we all know. Most of us don't ride with a lanyard either or sometimes a fire extinguisher. I've gotten all those tickets even though we standup riders are arguably the most capable and maneuvarable vessels out there. They have the view of S**T happens which is hard to argue with.
