Other Slave carb pop off difference

Is there a reason for a slave carb to have a massively different pop off pressure than the primary? This is on a Seadoo but it is also a general question. I've never messed with dual carbs that didn't have independent pulse lines. I've been fighting a bug with a Seadoo this summer. I pulled carbs today and found the pop off in the primary at 20-22 and the slave carb was 35! Strange same N/S size (1.5) but one had a shiny silver spring and the other had the dull silver spring. Up until 2 months ago when the rectifier went out on it, it had been running decent. Changed rectifier and pulled carbs then just to check the filters for trash and reinstalled. It ran well for about a week then started loosing power and choking itself out on WOT runs and now fouling plugs. Seafood are crazy. Hate em.
