Ski won't start

I tried to get my ski fired up after a winter in storage. I charged up the battery and when I go to start the ski, it would only turn over partially and that's it. I had the battery tested and they said it is 100%. Do I just need a new battery or could the motor be freezing up or the prop shaft binding? Any suggestions welcome. The ski is on an island and it is about a 10 mile water tow to the nearest repair place. Thanks

I'm with b.lee. Pull your plugs, then push the starter again and see how she turns.

You may have a bad starter, a bad battery, or someone broke in and milled your head to 380 psi compression (less likely).
 
I would also check all battery cables/connections going to ebox and to starter. Sometimes corrosion builds on negative battery cable on starter end.
