The best way is with a gelcoat shaver,I am thinking you don't want to spend $600.00 for this one off tool so most people use a 4 1/4 side grinder and a sanding flap disc.

If I was going to do it with the least work and still do a nice smooth job... 36 grit on a 5-6" DA sander with a nice sized compressor so it doesn't slow down till you are done

You can defiantly do it with a DA,usually when I remove gelcoat it is to repair the FRP underneath it in which case I want as much tooth as possible,thats why I use a side grinder,I have a very nice Dewalt with a paddle trigger,I can grind something very smooth with it,the paddle trigger is the key there.

the other trick i have found when sanding is that if you are using an air powered sander adjust the regulator down to a speed that you are comfortable with so even if you do go full blast on the trigger you still have control of the machine and don't worry about burning through your work
