PM time limit

What is up with the time limit (once every 20 min) for PM's? Is it because I am new? It's kind of a PITA when you are trying to PM people about parts.

Yes it's because you're new. It's to prevent spammers from pm'ing tons of people like they tend to do. I have other controls in place for them as well.
