300/440/550 JS550 bogging down and air in fuel lines

I just purchased 89 JS550 an it seemed to start up fine and run on the hose great! But everytime I get it in the water it will go half a$$ with full throttle then bog down and die. Often it will just bog down everytime i hit the gas, and then sometimes it wont start back up at all. When it runs half way it will act like its about to get up and go (little burst of power) then nothing.
My observations so far have been
1. Fuel filter was in wrong- fixed
2. Glue on fuel filter has desintegrated and was getting in gas -fixed
3. Air was in the gas line until I filled the tank to its full capacity
4. Carb adjustments have been messed with and i dont know which does what or how many turns to turn them
5. The fuel relieve thing has no hose ran off of it- is this a problem?
6. The hole in the front of the engine (think inspection hole) has grease in it and maybe a little water. The hose ran from the crank to the carb is trying to suck up that water!
7. My fuel/oil ratio is 40:1 is this correct?

Sorry for the long post but I got to figure this out and I dont know to much about 2 strokes. Please any comments will help

Does yours have a choke or primer? Mine was doing almost the exact same thing and the problem was the primer T-fitting was broke off and the carb wasnt getting any/enough fuel. 40:1 fuel ratio is correct that is what I run in mine.

fuel systems in piston port 550 are a pain in the AZZ. They must be as simple as possible, and if you run the BN44 you must run it through tthe valve that dumps fuel (to limit rpm's) since this part has a resstrictor. What I found out is that the simpler the fuel lines (no fuel valve, just in carb, out of carb) makes that thing run better. Make sure your check valve is working OK.

As to the carb - search for factory settings - once dialed in the ski will start just right and have the power.
