Intermittent Bogging

This is a SXR engine im having issues with, just trying to pick some brains while im "patiently" waiting to water test this. After a long ride, I was heading back cruising at 1/4 throttle and all of a sudden it bogs down. I blip the throttle and it gets into powerband and takes off like normal. Bring the RPM down to below 1/4 throttle and there's the bog again. Blip it again, hit powerband and all is normal. I was able to do this the whole way back, almost like it was dumping fuel and I was able to clear it out while pulling full throttle.

It felt like a leaking needle and seat to me, so I replaced with new OEM and water test. It ran great, im pretty sure it was alot more responsive off idle than it ever was. It lasted about 20 minutes and it happened again, this time I wasn't able to clear it out and it stalled. It wouldn't start like it was flooded, swam it back to the ramp, start it up and it runs great again.

I get home and I notice the engine is a little loose, I was able to rock the engine back and forth slightly. The 4 bolts that hold the bed plate to the engine worked their way loose. I was thinking maybe the extra vibration and the low pop off (25 psi) is vibrating the needle from the seat and creating a low RPM rich problem. Anyone have experience with that happening? Or am I being unrealistic?
 
A little update. I tightened the engine and water tested it. I rode for maybe 45 min and no issues. I am still not confident though. Time will tell. I'm pretty sure the engine came loose because I painted the bed plate when I bolted it all together. Apparently is an issue with the kawasakis. I will update after I'm sure it's fixed, maybe useful for others to know
