Actually, yes and no. A dry pipe is just that. Dry, it does not use any water to help "Tune" the pipe. A wet pipe uses water injected into it at different locations to help tune the pipe. But some water has to be injected to keep it from overheating. The waterjacket on the dry pipe is just there to keep the pipe from running too hot. Yes, it can effect the tuning some. On of the tricks (legal) I did on my SXR was to really cool down the pipe to keep the air temps cooler in the engine bay. With a Dry Pipe, this may come into play some with the waterjacket.
