Help! bogging in water. fine out of the water??

So i took my ski out yesterday. Started it up before i put it in the water, gave it a couple of braps and shut it down. Then i put it in the water warmed it up for a little while. i started to go and it just bogged down and seemed like it was going to die on me. so i took it back in cuz i thaught it needed to warm up a little more and then i tried again. and once i go past the point of just a little bit above an idle it just bogs down and runs like crap. it almost sounds like its running on one cylinder. it runs just fine out of the water. but wen i put it in the water and put a load on the motor it doesnt want to run right. what could be the problem for this?

Noice, but ya i would check your gas first, also look into the filter and see if
1 theres lots of crap in it
2 theres cloudy crap in it, suppose both of them are kinda the same huh? haha
