Decide based on the specs of whatever you need. My gopro 3 black will record in 4k cinema. However, higher resolutions and frame rates burn up more battery and memory. One of my grips about the 3 is that it wont let me do 720p in 30fps like my 2 did. I have the 3 because it was a gift, and the only part I really love about it is the wifi. I can sync to my phone for changing settings, my tablet for larger screen viewing, and the remote for easy control when it's mounted out of reach.

It really doesn't matter what the 4 does if it does a ton of stuff you are never going to use. If it weren't for the playback to the phone and easy settings changes, I wouldn't even suggest the 3 over the 2 for a person like me. I was perfectly happy with 720p@30fps. We just would watch the videos at night then delete them anyway.

You have to decide what you want to do for the next 2 years and buy the device that supports it. One thing to consider is your PC. It doesn't matter what you can record if you can't manipulate it. My old PC can't really even play back the 1080p, so unless I want to spend a butt load of money on a PC I don't otherwise need, it's pointless to have a powerful camera.

I also had to buy a spare battery to keep my 3 going, something that wasn't necessary with my 2. Wifi + smaller device + higher performance = dead battery.
