I wouldn't really consider a scupper a must have. A 500+ gph bilge pump is required though.
Your biggest performance gains will come from the pipe, prop, and lightened flywheel. They're also the most expensive. GroupK can lighten your current flywheel for $95 I think so that's better than a $400 aluminum flywheel.
Boring your nozzle can be done easily enough yourself with a cylinder hone. A stock milled head to raise your compression helps and those can be had pretty cheap. Pump cones are around $50 from Wet Wolf. A top loader intake grate will help with hook up.
I've got some intake grates and a high compression head laying around if you're interested. PM me if so.
