fly whell and bendix?

trying to get my motor ready.
are the flywheel teeth supposed to line up with the bendix teeth?
when i put my bendix back far enough back to line up with the starter teeth the bendix does not reach the fly wheel.

The bendix only comes in contact with the flywheel when it gets spun by the starter. The part that meshes with the flywheel moves in and out.
