no, but you can easily take... and pass... the online test (take and fail as many times as you want before passing) at any number of online boating safety sites. its free.

You don't have to have a boating license in Florida ...unless you are under 21 .

*just noticed you are actually under 21* I couldn't find anything on the fine for not having one but I imagine it isn't too much but probably not pocket change either. Just be careful.....water cops can be a jerks.
