Flash Dry?

I am getting ready to paint for the first time. I am sure I could pay somebody to do a better job but I am looking learn. In the instructions for the paint it refers to flash dry. Anybody know what they mean by this?

Dry time between coats?

I am thinking it is a degree of dry. Not really dry but dry enough to put a new layer on. Otherwise they would just say dry and not flash dry.

The paint will dull and just be dry enough to touch but not set then you can apply another coat. It usually tells you the amount of time on the can depending on air temp.
