I believe he opens up the headpipe and manifold. It would cost about that much to have any pro-jetski builder do that work. Whether it's worth it or not depends on the rest of your setup.
If you're putting it on a stock 701 in a waterlogged SJ with a stock single carb, probably not.
 
if you put both the pipe kits on the same motor regardless of your setup do u think there would be a noticeable gain or loss?, my ski is a stock 701, not sure as if its water logged or not havent cut open the tray to find out and never ridden any other sj so wouldnt know what a non water logged one feels like weight wise

i plan on getting my 701 ported and throwing a high comp head on it in the next couple months if not sooner would it be worth just going ahead and investing the extra money to get the mammer mod now or should i just get the regular fp

I really don't know. I haven't tried both back to back, so I'd hate to steer you in the wrong direction.

I'm pretty sure it will make a difference, but the question is whether it's a $200 difference to you.

If your not going to port your cylinder I personally wouldn't spend the extra. On the other hand if you where to get your cylinder ported I would get the same person to do the exhaust manifold and headpipe.
