Factory B Pipe built in water restrictor question

I've got two Waveblaster Factory B Pipe "Mod" chambers and I had a question for everyone that knows these pipes. One has a standard 3/8" metal tube welded into the end of the chamber where the exhaust exits out (which you hook your 3/8" rubber cooling hose to) and the other chamber has a the same 3/8" metal tube in the same spot, but if you look at it closely it has a little pinched off looking fitting welded onto the end of it, which you can see in the picture I posted.

Was this Factory Pipe's idea of having a built in restrictor to reduce the amount of water that goes from the end of the pipe into the waterbox?

Can I take my Dremel and cut that little "restrictor" end off and just run my adjustable flow control valve instead?

Don't know if it was done by FPP but yes, it is a fan spray restrictor. You want just enough extra water to keep the "downstream" exhaust cool. I install a restrictor drilled to around .1 inch on my old skis..

Thanks for the reply on this. Would it be a good idea to just cut this off since I'll be running a flow control valve to limit the water flow?

Did anyone ever see a Factory Pipe mod chamber that came with the fan spray restrictor or do you guys think someone might have added it on there?
 
I have two mods here that both have the end capped partially shut. I looked in a limited blaster chamber and it is open.

Thanks for checking that out. It's weird that my one Blaster Mod chamber has that restrictor, and the other Blaster Mod chamber is completely open with no kind of restrictor at all. I think I might try both of them and see how each of them works out.
