domes compression ?

I have a motor that I purchased with 85 flat top pistons,the blowsion head that came on it had domes that are not stamped ,after doing a cc check they seem to be 21cc. Seems very small.
Checked the compression on the bench and it seems low for that cc but I won't get an accurate reading till the motor has ran.

I was told the domes would produce 195 psi


Any thoughts on this

depends on the porting also. if it has porting for top end you will get lower compression #s.
