When measuring bolt length, do I just measure the shaft length?

How do I measure pitch?

Length is just that of the shank, as in your first picture.

Pitch is the linear distance between two adjacent points on the thread (there is only one giant thread on the bolt:)) along the shank.

It is difficult, if not impossible to measure pitch by using a visual gauge between two adjacent thread points. Therefore, to more accurately measure pitch, measure the distance between 10 thread points and then divide that value by 10 (or 20 thread points and divide by 20). The more threads you measure at once, the less error you introduce into the measurement.
 
Anything Japanese uses mostly M6X1.0, M8X1.25, and M10X1.25. The M6 uses a 10mm wrench or a 6mm allen key, M8 uses 12mm or 13mm wrench, and 8mm allen key. M10 uses a 14mm wrench and a 10mm allen key.

M6x1.0 and M8X1.25 are standard pitch thread but M10X1.25 is considered fine thread. M10X1.25 is difficult to find in stainless because most North American manufacturers use M10X1.5.
