After welding the nut to the washer and expoying that to the tray of the ski what would i use to put down the stock turf so water does not leak in and get underneath my existing turf? It is just stock turf.

I wouldn't worry about it. the surrounding glue shouldn't be affected by the water.

so just use the contact cement to put back the peices i cut out and the area around where i cut out should still be sealed?

sure, I recently used gorilla glue on some parts that lifted on my ski and it's doing great so far.
