No. That's above the throttle plate/venturi so it shouldn't affect anything.

Are you right on lake houston? I might be able to look at it if you wanna bring it to 290@1960. Been building couch engines on the side for 5+ years. That boggging could be caused by a number of things. :biggthumpup:
