89 650 sx water problem

Just got an 89 650 sx. Coffman pipe, aluminum water box and a carb. The thing runs fine but it barely spits out water out of the ejection port. It has two ports, one goes directly to the pipe and the other to the head. Is this normal or is their something I can do to fix it?
