slow turn over

I rebuild my superjet engine, bottom end and top. Ran well but ended up grinding away starter teeth because of worn bendix bushings. I replaced them and now it turns over very slowly. It will start if you stay on it but it is very slow. It only turns over slow if the spark plug boots are on...
