Just replaced spark plugs, cleaned the carb, started once perfect and now it won't start again, any ideas? Turns over fine seems like it doesn't have gas running

So I just recently bought my first stand up jet ski, it's a 1988 kawasaki 650sx. My steering appears to be either loose or not working at all. When I turn my handle bars nothing happens. What do I do to fix it? Or is there anything I can do? Please get back as soon as possible!
