Yes, those are light surface burns in the gel coat. You have to wet sand with 1000 then buff with compound. I have a lot of experience with those wheels and have seen that before.

You can tow it by tying it up along side the house boat with the nose slightly up and use many rubber buoy bumpers in between ski and house boat..
