When my son (Experimental) and I did his machine I found that I could screw the pilot jet (restrictor) right into the return nipple on the tank itself. Worked like a charm. And btw this was on a dual Riva Pro-Series carbs (pre-Powerbomb??) setup.

REgarding the fire extinguisher cap, I put an extra o-ring on the cap just under the rubber sealing lip - it provided just enough pressure to hold the cap in tight. You'll have to play with the various o-ring sizes to get it right but it does work.
