I think you need a better compression gauge. That is really low. Like it should not start.

Take the cable loose on the top to see if it’s the steering stem or the cable. If it not at the top end do the same thing on the steering nozzle to figure out which end is sticking. Could just be that the cable wasn’t centered and the nozzle got jammed to one side.
