Yeah holding a hand over is choking it as if it had a choke . You should be able to pressurize from the vent on the gas tank .

What about sucking on the fuel inlet to get gas to the carb ? Or try and pressurize the gas tank ? Or maybe hold your hand over the carb crank it see if it will pull fuel to the carb .
