I love it but the neighbours (within 4km) don't. For a quick noise reduction fix (rather than replacing it) can I simply block off the T to the front? If so, any ideas on the simplest way of capping it? ... Thanks!...

go to lowes home depot or some hardware place and get a cap for the OD of the exhaust side T and the a cap for your outlet and you are DONE!

Maybe you should try introducing more water right at the front exhaust outlet.
Stick a pisser right into the outlet to form a water curtain and see if that makes everyone happy.
