So I have a bored nozzle on its way, hoppefully that makes a little more. So would dual 38s work a little better? I think I know someone that mit swap with my single carb setup.

Keep in mind, you said to me that you have a 650 superjet pump and nozzle, the plastic nozzle is way bigger stock than a RN nozzle.
Yes, stock '96-up 38's might be better than a single.
If you do use the dual carb 38's don't take out the choke plates and run aftermarket air filters, one or the other but not both for freestyle riding, can and does make tuning harder doing both as the stock carbs weren't designed to do these mods, unless your racing and don't care about needing a big fat jets.

What hood do you have? Stock hood are just OK not the best at keeping out water.
A good aftermarket hood helps keep water out of the aftermarket air filters, so if you running a stock hood, run stock flame arrester.

Or you can plug the 3 holes on the stock hood and it will be quite efficient at keeping water out. Airflow will come from the rear of the hood (can enalrge openings just a bit - but not needed).
