wet foam

reinforcing and installing foot holds on a 98 round and I found the foam to be wet. I'm going to refoam entire boat, any ideas on where the water leaked in from? The boat has no cracks, and no obvious places it would leak. Is there a place that is prone to leak on the round? I don't want to refoam and have it get wet again. Thanks for any ideas

check the inserts where the ride plate and intake grate bolts to... how about the exhaust tube and through hull fittings (like stearing cable and cooling lines) do they look to be sealed up good?

I went over all those areas from teh inside with a good sealant. Especially since I found sand in mine along with the water.
