Ride plate bolt spins

Hey guys just picked up a superjet. Steering cable is snapped and was taking ride plate off to get at that cable nut. The last holt to the ride plate is stripped inside the insert. What’s the best way to go about removing it? Thank you! Trying to get a water test in tomorrow
 
The Epoxy holding the Brass Insert has broken allowing the Insert to Spin.

Epoxy softens with Heat, so heat the Bolt Head with a small Hand Torch to soften the remaining Epoxy and then pull the Ride Plate and Bolt off together in one pull.

Then you can grip the Insert and remove the Bolt, and separate from Ride Plate.

This happened to one of my skis, we put pressure on the bolt with a screwdriver and slowly turned it with a wrench, then fixed the insert by grinding around it slightly and filling with fresh epoxy

That sounds like a much more gentlemen route then ripping the thing right out. I like it!!!
