Just build up the mating surface, then to the same thing to the bulkhead and install some threaded inserts, better yet, glass in some alum. plates then drill and tap. Then get some bolts and bolt that toe kicker up.
aluminum blocks bolted through the bulkhead and then fasten the hold to them.. a standard 10mm bolt that we find on the skis with a fender washer will suffice some thing like 3-4 on top and bottom.
the blocks or plates should run the width by about 1" wide by ////1/2" thick to get the holding power. the load will be distributed across the area and be really strong to say the least. drill through the plates then tap them for the bolts. bolt from inside out then the hold from outside in in a staggered pattern. . drill holes in the hold to drain water .
I used pan head screws washers . Bolt on bolt off Dainiel-son . You may need to trim the top for dash switches, primer ,hood latch etc. You will be left with 4 # 8 small holes . " Temporary " is rather vague .... are we talking Geologic terms or in terms of the life cycle of a Mayfly here . I suggest you split the middle . Scientist has a good idea as well .
