Super Jet No foam RN scupper or versiplug?

Need to find a way to make my RN more seaworthy. Years ago I removed all the foam from under the tray and installed a simple boat scupper at the transom with a pvc pipe leading to the lowest point in the bilge. This cheap scupper has worked really well for riding on lakes - always a dry bilge when running. The tray is reinforced and is really solid. The area under the tray is now just an empty "sealed" area with no foam and two copper drain plugs at the transom. The problem is the area under the tray leaks. At the end of the day it is always full of water. Like drains for 3 or 4 minutes from both plugs. I have tried to find the source of the leak with no success. I don't have the time to cut up the tray again. I would like to find the simplest solution possible. I use the ski for pulling surf boards, tubes, and a lot of first time riders take it for a spin- so I need to make the ski seaworthy before my luck runs out. Below is what I am proposing to fix it and some pics of the ski. Please let me know if you have any other ideas.

1. Get a new hood seal
2. Install my hood strap and also use the factory latch
3. Replace my two copper drain plugs with Blowsion Vacate valves or the small versiplugs. Is one better than the other???
4. Replace my boat scupper with a Versiplug-max

A ski with no foam and letting newbs on it kinda sound disatrous enough. Maybe just do larger drain plugs and add a bilge or two to get the water out quicker.

Sounds like you know what you need to do with the ski (reseal and add foam under the tray) just looking for a bandaid.

id just put versi plugs in the tray. it will drain as you ride. Been contemplating it myself but cant bring myself to drill a hole.
 
I should have mentioned the ski has 2 bilge pumps in the engine compartment (one with a float switch).
I hear what you guys are saying about drilling holes to add foam. My concern is won't the foam become fully saturated with water after a few seasons? Which would make the tray area just as heavy as if it were full of water.
Ping pong balls could be a good idea. Might be hard to get the cavity packed full. I am guessing you need a lot of them to be effective?
I think no matter what else I do I need to do the big and small versi-plugs. Has anyone tried the Blowsion vacate valve?
I just read about putting pool noodles in the engine compartment. Has anyone done the math to figure out how many are required to keep a stock ski afloat?
