Custom/Hybrid Foam in gas tank plugging fuel filter??

Does anyone else have a cart style tank with the piece of black foam inside to keep gas from sloshing around? My fuel filter in plugged with small pieces of the black foam from inside the tank.

get that outta there. once that foam starts breaking down, it does nothing but plug carbs and filters up.
