Construction dudes, bonding question

What can I use to bond plastic (like the plastic 'pins' used to link retaining wall blocks together) to cement. Needs to have a really high tensile strength and be freeze and waterproof.

Paver bond or block bond. Comes in like a caulking tube.

Yeah, Construction supply stores will have it. Comes in a tube, some may be 2 part others are caulking tube like Trevor said.
