B pipe adjustment screws

I've just installed my b pipe and was wondering wether the screws should turn freely as I can't seem to turn them without the locknut moving with it, is this normal as there was some kind of sealer underneath nut. It's new so don't know why there like that, just some info on it really would be grateful.

The nut is a jam nut to lock the screws in place. Back the nut off a little with a wrench, hold it in place with that wrench as you turn your screw where you want it, then hold the screw and tighten the nut to lock it in place.
Probably want to pull the screws out and put some anti seize on them so they don't get stuck like so many other b pipes..
