Super Jet 90 Superjet steering cable help?

So i bought my first 1990 yamaha superjet not too long ago off craigslist, ive had stand ups before just not the sj. It came with and aluminum pole, and whoever installed it hacked the cables and wires. Also they screwed the pad in through the side and it pivots up and down. Looking for suggestions or ways to fix these things properly.

For the chin pad I'd use a long countersunk bolt going through the top of the pad where that existing long bolt goes through the pole. You could then either put a spacer (like a tube) or nuts on the bolt to keep the pad in place, then use a nut on the underside to hold it all together.
