well first off, is the pipe the full length? or can you tell how many rings have been cut off of it. also i would think you would at least adjust the air/fuel mixture. something else you might consider, you can block off that water line to the stinger, it will dry the pipe out and give a bit...
you need a flywheel puller. might be able to use a harmonic balancer puller from an auto parts store. if you pull the flywheel, you need to be careful not to thread the three bolts in the flywheel too much as it can go through and damage the stator/pulser. also tighten the center bolt real...

i'd check the others first before i bought anything.. pull the carb off and with a mirror and a flashlight you can inpect the reeds. eliminate that then your one step closer to fixing it.. timing should'nt be off but if you found water in the elec. box theres a good chance there might be some...
the advantage of the lightened flywheel is that its less rotating mass. it helps the motor windup faster. if the local pwc shop has any experience with racing or other they should have a good idea how to lighten it. or you can shop around, i think there is a few shops that sell the lightened oem...
