1) Couldn't hurt, but necessary, if you use two layers or more of glue, it'll stick even to uneven surfaces 2) Stopping the padding at the back and sanding is exactly what I do when I turf a ski. 3) Half way or a little past will be good.

So on the hood seal lip area I removed the cracked sections and prepped the area to be rebuilt. With the ski upside down I used duct tape to form the area that needed to be filled in. I mixed epoxy resin, filler, and some fiberglass mat I chopped up with some scissors and filled in the area...
