I need to create a JPEG

Our local cable company is willing to run free "ads" for our wrestling team on their ad channel, but they need the files to be a JPEG. Does anyone know of a program that can easily incorporate pictures and text together into a jpeg? I've treid using paint to create it but that is a pain, once you finish a test box you can't reformat the test or move the box. Any ideas? I have a full compliment of office programs.

Have you tried Microsoft Publisher or adobe acrobat?

For those used to the Photoshop menu structure there is Gimpshop. Based on Gimp but the menus are like Photoshop.
