I googled for:
photoshop two tone
First link has a tutorial (http://www.photoshoplab.com/easy-two-tone-silhouette.html).
A not all but a bunch of the links afterwards get you back to the first link.

Its an easy effect. Just use threshold in the image-adjust menu. ;)

I did a little more than the tutorial but here are is a pic from the Daytona pic thread and a retouched version. I did the two tone tutorial to do everything but the spray and water underneath. Then I used the threshold effect Ronny mentioned to add the rest.
