I did that. He has ignored the PM's for the past 3 weeks. He has not refunded the money he owes me. Meanwhile he has been buying and selling again on the forum.

Is there some other course of action I should be pursuing?

I don't know Butch, but he was reputable seller before his melt down. Maybe if you PM him now? Perhaps he is trying to earn the money to pay people back? You might consider a quick, short, POLITE question (NOT a bash) on one of his "for sale" threads. He was apparently having so much trouble and had multiple moves, that he likely lost any notes he had about who he owed what.

What does he owe you? What parts? Give us some info so we know what kind of $$ we are talking about here. Yes, its obvious he is back buying and selling again. He told me awhile back that he can remember like 3 people he owed and it was stuff that was not worth much money. That is why he posted this thread for peeps to let him know he owes them and could make things right again.

I have sent several polite PMs to Butch over the last 3 months or so. Most have been within the last 3 weeks. He replied to only one and that was over 3 weeks ago. I have not heard from him since. He knows what he owes me and he has the necessary information to make this right.

I think I have been more than patient, far beyond what would be reasonably expected considering the "situation". I am posting here, because it involves feedback on a previous sale, not any of his current sales/purchases.
