Any ideas on a way to remove dings and scratches on the stock plastic rails.

Replace them with body side molding or just turf over the rails.

Agreed-- rip all original stupid crap off and returf... get rid of all the original rails and plastic bumbers all around... it will look better and you will save some weight...
If you really want to keep everything stock I have some bumpers from around the whole ski that I will be selling sometime soon... everything is almost brand new... only used about 3 months... from a 2007 ski...

I'm sure with some work you could start out with like a 150 grit sandpaper working your way to like a 600 grit and then finish with some polishing.
I did this on my black plastic rub rail on my boat and it turned out good.
