That's like asking what 'syntax error' in old dos programs mean.
What program are you trying to run and what is it doing or not doing that it should?

Google is your friend. Search for the wording in the message and maybe add on the program you're using, you'll probably find the answer.

trust me i have searched google, downloaded different things to no avail. now to be more specific, its an internet problem i think. say im on the x surfing around and click on a link to whatever, it doesnt matter and a new window pops up. now im done looking at that page and click the x to exit the page and go back to where i was. now heres the problem, it knocks me off the internet completely and get a run time error. this computer has windows xp if it matters any and a pentium 4 processor, its a dell. thanks for any help. this really gets aggrivating

That's easy. Spyware. Assuming you have all the windows updates installed.
Spybot should solve that. Also, go to tool, internet options. Click on the 'programs' tab and reset the web settings back to default. (U don't need to reset the homepage back to default.) Spyware will change that stuff on you without you noticing.
My advice, get rid of MIE and switch to firefox. Make sure to remove the spyware no matter what you got.

You can get SpyBot 1.5 here, it should clean up most all spyware problems. Make sure you have a current antivirus software installed that is up to date. http://www.download.com/3000-2144-10122137.html

If it's still giving you problems, that probably means you still got spyware on there. If it's not the same problem that you described, then please explain what your new problems is.
Run msconfig, goto the startup tab and uncheck everything that you don't think is necessary. If you're unsure, uncheck it anyways cuz if something doesn't run after you restart the computer you can always check it again.
